I live on Penzance Street, where the second photo was taken: and can report that the building shown now seems in very good repair; and is currently occupied by JLM Motors, Central Garage – MOT, Servicing & Repair/Car Repair and Maintenance. There is a great ‘Hope’ mural painted on the Church Street façade: made possible by Every Life Matters (suicide awareness and prevention charity) and Beardy Synergy (artists).
The Primitive Methodist magazine 1877 page 569 records the laying of the memorial stones for a new Primitive Methodist chapel at Moor Row, in the Whitehaven station. We are told nothing more.
