The only person I have found online of the right age and name is the following.

Daniel was born on 17 January 1850 at Ipswich, Suffolk, to parents Ebenezer Goddard, manager & engineer of gas works and J.P. (1861), and Anna Sara.

Census returns identify the following occupations for Daniel.

1871 apprentice
1881 gas engineer
1891 retired gas engineer
1901 retired cilvil engineer
1911 Member of Parliament

Daniel was a Liberal M.P. for Ipswich from 1891-1918. He was also Mayor of Ipswich 1891-2.

He married Lucy Corsbie Harwood (1853-1876) in the spring of 1874 at Ipswich.

He married Elizabeth Harwood Hitchcock (1850-1927) in the summer of 1877 in the Yarmouth Registration District, Norfolk. Census and birth records identify four children.
