Frederick was born in 1859 at Penzance, Cornwall to parents Edward Powell, a PM minister, and Martha Bower Smith. He was baptised on 8 April 1860 at Penzance.

He married Emma Ricks (1861-1934) in the summer of 1882 in the Highworth Registration District, Wiltshire. Census returns and birth records identify six children.
