Joseph’s birth was registered in the first quarter of 1868. He was born at Shoreham, Sussex, to parents John, a gardener, and Sarah.

The 1881 census return describes Joseph as a grocer’s boy.

I have not been able to identify Joseph in online records after the 1891 census.
