Samuel was born in 1834 at Woodley, Cheshire, to parents Charles, an engineer (1851), and Sarah.
Census returns identify the following occupations for Samuel.

- 1871 PM minister
- 1881 PM minister
- 1891 PM minister
- 1901 traveller
Samuel continued to consider himself a PM minister long after he ceased to be stationed. Did he retire due to ill health? There is not an obituary for him.
He married Elizabeth Allcock (1824-1909) in the summer of 1871 at Belper PM Chapel, Derbyshire.
Samuel died on 18 October 1902 at Grantham, Lincolnshire.
